There is Lightbringers Temple in Clearwine, so there is also a Chalana Arroy Shrine in there. Does the tender of that shrine need to be a god-talker? Corebook does not mention Chalana Arroy having God-talkers... Is the shrine tended by an initiate of that cult or by a priest? Can an Initiate tend a shine?

I believe that the bit under God-Talkers about shrines should taken more as: "in some cults only God-Talkers can be bothered to maintain lonely shrines in far off places"

or like: "some shrines are maintained by a lonely God-Talker"

instead of: "only God-Talkers are allowed to maintain shrines"

As for temples with shrines for other gods, most likely they would be maintained by the members of the main temple staff who are also Initiates of the shrine-cult. Whether they are Initiates, God-Talkers, or Rune-Priests of the main temple, we'll, that's another matter.

It says

These only exist with enough lay members and initiates, God talkers only usually exist where there is no opening for a priest.

For example, the Issaries shrine in Apple Lane is only maintained by passing traders, the few initiates and Lay members in Apple Lane itself are unlike to be enough, although Squinch likely maintains the shrine. I'm sure Sora Goodseller would have an annual trip to the shrine on an an Issaries holy day, to purchase apples for Clearwine. Likewise there's likely a priest in Swan, who does the same.
