Would it work in the Sun Dome County of Dragon Pass? I fear the feeling of isolation could be lost. And hazia and stuff ... The key is the crime, for the rest everithing may be changed or not. Place it in a isolated place far from the count (sundome)/ clan or tribe chief . You are in mountain ? Somewhere where you have to climb and cannot go back before days because the river broke the only bridge to the "town" You cannot find hazia in this location ? find something else, they may steal friend clans or even other villages from the clan (cows, sacred item, why not regalia) to sell them to lunars or any "bad" merchants.
