It could also be ¼, 1/3, 1/5 depending on the location. You could but you don't have to go that route. CORPS just gave modifiers to the impairment level and fatality rates for the various locations. IMO it made more sense, as even a minor head hit is probably going to mess someone up more that a corresponding strike elsewhere.
