And this is an example - in the Lords of Terror writeup Peter is referring to, there are no game effects for the association of Vivamort to Mallia (of course, Vivamort has no spirit magic anyway in RQ3). The two cults 'have been known to share counsel and resources'.

I think "canon" gets used in a lot of weird ways on this forum, so I'm going to sidestep the question and just say that Cults of Terror is certainly a solid source on how those Chaos cults work. Obvio
