The Scarecrow
I've looked at both of these games pretty extensively. They have dedicated followings but I think that a well-supported series of BRP superhero supplements could easily give them a run for their money. Champions (or rather Hero System) is simply too complex for a lot of people, not to mention that combat takes forever. M&M is solid and simpler than Champions (not to mention beautifully produced) but I have a vague recollection of encountering some arbitrary rule elements, like Strength being a factor in energy projection (somebody correct me if I'm wrong). Either do I've played Dark Champions campaign as master but I've abandoned this system because of its complexity in ruling more villains at the same time against few players (superpowers' management and description too long!). I think Basic Roleplaying System can give us the answer for ruling fast skirmishes between players and villains without spending a lot of time in "deciphering" the superpowers listed on the character (or villain/NPC/ally) sheet. Only clearly and simple percentages!

Nightshade
I would love to see someone revisit Superworld, though I am not so sure that there's a huge market for a superhero game that's not Mutants & Masterminds or Champions. Having worked on one of the less-successful attempts (Silver Age Sentinels), I have some idea of how hard a share of the market that is to succeed in. I'd be prone to doing this if I thought it had a chance of getting anywhere, but it didn't fly well back when there was less useful competition on the market, why would it now? I think you're perhaps confusing the carry-over from vanilla D20 that the first edition had of having Strength contribute to your melee attack value. That's not true in the second, so I can't think of what you'd be refering to. Honestly, I have to agree with Jason; even if some BRP fans might want it, I don't think there's enough mindspace for it to really justify the work for someone unless it was a complete labor of love--and that's coming from someone who was a big proponent of it over the years and one of the playtesters (I actually have some powers of mine in the Companion).
