With there being no MRQ SRD I don't really have a BRP based open system with Hit Locations to turn to. I could put my own together based on the MRQ SRD/OpenQuest (and may still) but do we really need another d100 variant?
D100Rules sounds promising, but it also sounds a ways off.
Aw c'mon, the MRQ(I) SRD isn't gone. And what's the point of OpenQuest being open, if you don't add to it? Do it!
As I've been out of touch, what is the D100Rules?

For combat, Palladium also uses basically the same approach. You roll, I roll, whoever rolls higher with bonuses is successful....

True. I feel that Palladium syste was intended to be a hybrid of D&D & RQ, along with its creator's house rules. But like poor Dr. Frankenstein, his creation has become its own kind of monster

Talislanta has been using that type of mechanic for years: Roll d20, add your skill, subtract your opponents skill...11 or greater is a hit......
I'm guessing part of the reason D&D 3E developed along those lines is that Wizards used to publish Talislanta & Jonathan Tweet was Lead Developer on both.
I agree its very elegant. For awhile now I've been converting the percentages to bonuses & using the D20 Mechanic. It works fine & makes an elegant & streamlined game even easier.
