Every reference I've seen for rounding has you rounding up, so unless you want to introduce exceptions that's what I'd recommend. I don't have anything official to add though...

That's an awesome document. I've been slowly working on a similar document and you just saved me tons of time. Now I just need to digest what you've put together and add a section for mutants and I've got what I need. I'm looking to run a science fantasy/post apocalyptic type game and needed psionics and sci-fi weapons.
