Well I'm glad someone else noticed this. Yes the burst fire rules seem to be fairly broken.

Simplest way to fix it is probably to say the number of shots that hit is based on the level of success, so 1 for a Success, 2 for a Hard

, 3 for an Extreme.

More annoyingly the only other weapon I've come across that has the burst fire option is a custom Mauser in The Disintegrator adventure from Pulp Cthulhu, which is apparently only capable of firing Burst 3, it doesn't even have a single shot mode. In reality it should have 1 or Full Auto.
