And i found something that might works: Unified Powers.
Still need some work, but its close for what i want.

I wonder if someone tried to make a Super Power option for OpenQuest, maybe something close to Elder Godlike or SuperWorld?

There is BRP Unified Powers, it's a simple and clean list of Effects you can use to create spells, psionic powers and super powers. Needs some fine tuning here and there.
