EDIT: I have understood the issue a little bit better. In case anyone is interested. If your character sheet default for RQ is set to "Quickstart Sheet", when you create a new character and switch to the full sheet display, you get the bug displayed in the post above. If you refresh the browser the bug disappears and standard skills become visible. If your character sheet default for the game is correctly set to "Display Full Sheet" the issue does not manifest.
