Does attack in chase round require cost 1 movement action?

page 414 Summary of Chase Rules said "Attacks: Cost 1 movement action to initiate (except if ranged). Resolve as regular combat"

But page 134 only Actions in a Chase Round only emphasize "Move forward in the chase (spending movement actions to do so)". Attack, cast spell, and perform some other action seems doesn't require spending movement actions

So does it need?

The Section marked "Part 4: Conflict" on page 138 answers your question. Initiating an attack in the same space as someone you are pursuing costs a movement action.

 

The seemingly contradictory summary on page 414 is simply addressing the exception: firearms when ranged.
