You can't copyright rules at all. A person can read this and produce the exact same mechanics as long as they use their own words. And 30% difference in mechanics or feel is impossible to assess. I get that you want people to credit you if they use this or are inspired by it, but the law simply doesn't work that way. Also, there is nothing unique to stratifying social classes and assigning them a resource value that can be used in game.
