Uses point buy, but you could just bypass this by putting in your rolled numbers in the Final column under the 'buy characteristics' tab. Lets you set campaign level, also uses EDU, also provides for the personality type skill points option and calculates skill points to be spent for profession and personal points (although you can also bypass these, by just typing in the numbers you want).
