Each Age of Cthulhu adventure does provide five pre-generated investigators for Keepers to more expediently get a game started, (in the pretend world where friends gather for an impromptu game of Call of Cthulhu), but they usually come in handy for convention games. But, I like your idea of providing separate NPC pre-gens. The module has a few NPCs outlined throughout the book, but making them separate is a good idea.
