You really didn't miss anything. RuinMaster was a quick cashgrab by RiotMinds. It looks pretty, but its design is confused, its layout is amateurish, and is overall a forgettable game. Dragonbane is a much better designed and written game.

My thoughts exactly. I have a hunch it will be closer to BGB than CoC7e or Rivers of London, though I wouldn't be surprised if it included options from them.

Empire of the Petal Throne is worth mentioning for having ability scores on a range of 1 to 100. I do not remember if it had ability score checks though, and its skill system is binary (you either have a skill or not).

I find it more likely that the current BRP Essentials will be re-released under the ORC instead of their own OGL.

All the World's Monsters III had a guide for converting D&D stat blocks to classic RuneQuest. It's a good starting point, though I'm sure there are better, more up to date guide out there. 🙂

It's more likely for Chaosium to publish PoDs on Lulu, which I don't mind, considering my DriveThruRPG orders keep getting lost or arrive slowly since Brexit.

Looks intriguing. It feels like you are putting together something similar to what you originally wanted for OpenQuest 3e, before deciding to make a game remain closer to the original due to the anniversary.
Some things I would tinker with a bit...
Using a table for the skill summary is unnecessary. My general rule of thumb is if something would take more than two lines in a chart and you can't make your column wider, consider making it paragraphs instead. In case of your skill list a bullet point list would be more than enough, would look better, and would spare you some whitespace. Resistances for example would take around half as much space like this:
- Dodge (DEX+10): Gets you out of the way of physical threats, such as an incoming axe or dragon breath.
- Persistence (POW+10): This skill Is a measure of your character’s willpower and resistance against hostile magic and to resist attempts to influence the character against their will.
- Resilience (CON+POW): This skill Is a measure of your character’s health and their ability to survive exposure, hunger and thirst, and to resist the effect of diseases.
Speaking of skills, since you are going to use your One Magic skill system, I would drop the Magic category, put Magic Casting (bit of a mouthful, Spellcasting rolls better) under Knowledge, and merge Religion back into Lore. I would consider mergin skills a bit more, but that might hurt the amount of compatibility you want to have with OpenQuest, so I will keep that idea to myself for now. 🙂
Nice to see you borrowed the light grey skill bases for the character sheet! 🙂 I would drop the yellow background though, most of us print sheets in black & white, and light grey doesn't look good on another light grey.

I know about Bloodlust, but that's a different story. I have a hunch the book in the ad was renamed as Octagon of Chaos - which was released in 1986, while Ringworld in 1984. Thanks @DreadDomain!

In the back of a Ringworld booklet I saw an ad for Bloodlust by Theatre Of the Mind Enterprises, inc. promising "Multiple interlocking scenarios combine to form an epic adventure for use with the STORMBRINGER role playing game." Does anyone know anything about this project? Did it ever see the light in any form?

There was a Future World booklet in Worlds of Wonder, of course Ringworld. Both of them are unfortunately out of print.

Use it as statted in the scenario. Not everything you find in scenarios will have an equivalent in the rulebook.
