I think it is still relevant, because, whether POW is a measure of your soul or of your spiritual might, it is still a part of yourself. This is why I think the POW part of the cost of an enchant should be the largest, even if what you know (the spell) or the physical value of the item being enchanted should count.

At the end of the day, it's really on the maker of the enchantment to set the price - and on the buyer to try to Bargain the price down. Optionally, the maker might set a task for the buyer to complete before delivery of the enchanted item.
Fully agreed, but I think the original question was more 'what if the maker already knows the spell?'. At least, this is how I understood his question. I know this is not RAW, but I think I would use half spell cost in that case, subject to bargain of course.

As far as I know, the Fournier map has been done for Tatou. You can always ask to Oriflam (once editor of Tatou and french RQ3) if they still have some.

You could use 'Ralian'. It would not sound like in english. It could also be 'Ralien', more than 'Raliain'. My personal choice would be to use 'Ralien' because the way it sound' in french (not very easy to explain).

It seems a good idea (for me) but I don't know if other players would get the reference. In fact, we don't care: what players need is a name, a description and statistics.

'Poing américain' (American fist) is the french name for any fist load or knuckle brass. I don't know of any other name for this kind of weapon, sorry. My background with weapon is in fencing and military weapons, not street fighting.

The stone bow is a simple bow (surprise) that throw stones and not arrows. There is a (usually leather) pocket in the middle of the cord where you put the stone.

Sanctuary was used to describe Refuge in an article in french magazine Tatou, published by Oriflam, then french publisher of RQ3.

I would say the opposite. For me, sword and sorcery settings almost require hit locations and general hit points/major wounds/variable armor are heresy (probably because of my very bad experiences with SB), and contemporary settings, whether superpowered or not, with the damage of modern weapons, almost forbid hit locations, because a limb is almost obliterated with each hit.
