I've recently started reading the Weird of Hali series by John Michael Greer.  Greer kind of flips the script on the Cthulhu Mythos.  The horror is more a projection of Lovecraft's racism and class prejudice than any threat by the Great Old Ones.  The real threat is the Radiance a group of pseudo-rationalists trying to tame nature and eliminate anything that isn't logical.

Is it possible to play The Weird of Hali setting with these rules or is that up to the individual gamemaster?

I haven't read the Weird of Hali so wouldn't be able to answer but you could be interested by this:

Weird of Hali: Roleplaying The Other Side Of The Cthulhu Mythos by John Michael Greer (aeongamespublishing.co.uk)

Written by JMG himself, it uses a modified version of Mythras.

Are there any pregens for the adventures in this book? Either officially, or has anyone made any?

And, do I need more rules to play the gaslight adventure? I have never played in that setting, and I am thinking there are maybe things I should know when running it, that differs from the classic era? And if I need to make characters for it?
