What is the status of the Volsaxi in 1625-1629?

The Sartar tribal map https://wellofdaliath.chaosium.com/the-tribes-of-sartar-1625-1626/

shows Whitewall as a tribe(!) At the southernmost edge if Sartar.

The Heortland map https://wellofdaliath.chaosium.com/heortland-map/ 

shows the Volsaxi immediately south of that if I read it correctly.  The history is that the Volsaxi became independent of Belintar, and under Sartarite influence and aid the Kitori were crushed, resulting in Sartarure control  of the trade south to the Holy Country.  Presumably the Volsaxi were nominally independent until 1619.

But after the Lunar conquest, Broyan's revolt, and Broyan's death, Heortland descends into localism and warlordism.  Are the Volsaxi, with their reputation for independence,  still operating as a tribe or are they just a memory? 

When does Argrath acquire influence over Heortland?

The Volsaxi are a tribal confederation that comes and goes with a varying number of clans (there's 20 some clans in the Marzeel valley that occasionally manage to unite under a leader at Whitewall). Sometimes Belintar ignored it, sometimes he had the Shadowlords suppress it - likely based on who Belintar was at the time. In the 1550-1570 period, Tarkalor breaks the power of the Kitori Shadowlords and extends the Sartar road to Whitewall (and effectively gains control of trade from Karse).  After Tarkalor, up until 1602, the Volsaxi are again a presence in this between-land though the Heortland Governor is still the power beneath Belintar. 

Though nominally rebellious against Belintar, you have to keep in mind that Belintar appears in and is part of all their Orlanth rituals (he is called God-king for a reason!). So you can't truly call them independent until 1616.

Broyan became a prominent figure by 1613. With Belintar's disappearance in 1616, Broyan is able to prove himself heir of Vingkot and claims the position of High King of the Volsaxi. That effectively unites the Volsaxi confederation and smaller tribes and other clans in Volsaxiland (i.e. everything north of Smithstone). Broyan and Rikard contest the area between Smithstone and Backford between 1617-1620.

Then the Lunars arrive, besiege Whitewall, and conquer Karse.  Broyan is stuck in Whitewall.  The Lunars rule in Volsaxiland and take the trade and tribute.  In 1620, the Lunars defeat Rikard and rule the rest of Heortland down to Esvular.

It's a large, but rather unwieldy tribal confederation after Broyan's death. The Olontongi hold Whitewall (well, more the North Vale as Whitewall is still largely deserted and haunted by ghosts, demons, and bits of Chaos).  But the Olontongi are a tribe of warbands as much as anything, so yes there are local warlords, tribal chieftains, and the like including Wolf Pirates.

In 1626, Chaos erupts from the Footprint and continues through 1627. There are desperate battles to survive. There is no unity.

Around 1627 when Argrath battles Harrek to a standstill on the shores.  Harrek agrees to take his Wolf Pirates elsewhere (e.g. the Battle of Heroes). Heortland accepts Argrath as High King of Kethaela.  However, what happens underneath that?  That's for individual campaigns to decide.
