Luck in character write-ups.

I was paging through my copy of a Horror on the Orient Express and noticed that none of the NPCs or even the sample PCs have their Luck characteristic listed. They aren’t listed in Mansions of Madness either. The pulp campaign Two-Headed Serpent does give them for NPCs, but the only listing for the sample PC’s is for 3d6 x 5, which is incorrect for a Pulp game (it should be 2d6+6 x 5.)  Does anyone know why this is the case?

NPCs won't have luck attributes in HotOE or MoM. CoC p200 optionally allows important NPCs a non-replenishing Luck pool equal to their POW. As Keeper you can give them POW or 0.

In Pulp (p62) Major NPCS are assigned a Luck pool equal to their POW, and their subordinates get POW/2. This appears to be the case in Two_Headed Serpent. 

I'm guessing that the expectation is that PCs will roll their Luck at the start of the adventure/campaign. PCs instantiated through the point-build system need to roll, so why not pre-gens.
