I may have misread things but I thought I read that the new Jackals game by Osprey publishing (1) uses open quest and (2) uses an opposed roll where the defender can damage the attacker depending on the roll. Does that sound right?

Yep this is correct on both fronts. Though I think it's a very modified version of OQ - but quite interesting.

I'd recommend checking the interview of the author of Jackal on "Live from Pellam's Wasteland", very informative.

Jackals derives from OpenQuest but it's very much its own thing.

I can definitely see inspiration also from other d100 games, including classic BRP/RQ, but at the same time the Clash System is quite unique. Renaissance, for instance, is much closer to Vanilla OQ than Jackals.
