This is an interesting solution to the problem and might succeed in modeling the situation well enough to ensure APP is important to its social-interaction purpose. In other words, it sets the stage for further skills. The only fly in the ointment is that it takes (at least) two rolls to resolve a test. Since APP can vary based on dress and such, I'd tend to look at it as a single roll a the beginning of a scene in order to determine how the character carries him- or herself. If a specific social interaction is made then the impression category can be used as a further determinate of what "success" or "failure" actually means in the context. This is actually quire helpful to GMs who may struggle with portraying NPC behavior variations in reasoned ways, as opposed to following a script. I am in favor of that too, as well as rewarding APP Glory for courtly skill successes, rather than a flat 10. It is not a huge amount of Glory, but it does help those who have invested some points to APP. In particular Ladies, who must rely on, mainly, for Court Glory since they are unlikely to fight in duels, tournaments, adventures or battles. I think it's a solution that is easy to implement and actually simplifies chargen. I think that the cultural niche protection can be kept just by keeping the higher starting values for skills above STAT/2 or by giving a bonus to the special cultural skills (i.e Picts either get Stalk at 15 or it starts at DEX/2+8).
