Any update on the progress of this? It has been over half a year since the release of 1.03.
We still don't have an errata document for changes from 1.02 to 1.03.
We still don't have an updated .rtf file that matches 1.03 - it contains the same text as 1.02.
I like static, since it represents that some skills just have a higher barrier-to-entry. It makes sense that say, surgery starts at 00 but something like swimming or spotting will have much higher chances, regardless of your attribute scores.
Question on Elementals - is there guidelines anywhere for what their "natural inclinations" would be in the case where a PC fails to Command them after summoning?

The revised 1.03 PDF of the book is available.
The .rtf ORC reference document ( https://www.chaosium.com/getting-started-designing-games/ ) has not been updated to match the 1.03 version, and still matches 1.02.
They don't own any rights to anything you've submitted so I don't see why you'd need to keep anything secret. You definitely won't get any responses from them until several days after gencon.
It effectively did - you had Hit Dice and Number Appearing. The average number appearing for a monster of hit dice X would be an appropriate encounter for a party finding them on level X of a dungeon. The Referee was given guidance to increase or decrease this number for other dungeon depths than X, and to adjust within the range of number appearing for the size of their own party.
Similarly, there is guidelines on how many enemies to place into wilderness encounters and monster lairs.
The Rules Cyclopedia even includes a very detailed balancing encounter formula so that Referees could either design a balanced challenge or estimate the deadliness of a published encounter vs their own party.
Unfortunately the RTF does not fully incorporate all 1.03 changes and it won't be possible to easily manually fix that until the official errata doc drops.

Would you commit to TPKing the party because you as the GM made a mistake and made the opposition insurmountable to the party?
My understanding is that most people who stick with older trad systems like BRP is that everyone just kind of "eyeballs it" when it comes to balance, and will simply fudge either the behavior of foes or the actual rolls themselves if they need to correct it in the moment.
1st Parry - roll normally
2nd Parry - roll with disadvantage
3rd Parry - Only a Critical/Special succeeds
4th+ Parry - roll with disadvantage, and only a Critical/Special succeeds
