Illumination is only relatively common in Peloria.
Occasional Illuminates are found everywhere in Genertela,
most often in Kralorela and Ralios, though they are rare even
there.

It seems to me that the Arkati acquire Illumination primarily though heroquesting.  They see the status as becoming wise to the ways of the Deceiver rather than a tool for magic abuse.  Of course, they then let their side down by believing the next city over all worship the Deceiver.
