Mostali Sorcery

Hi Jason,

I have a question about Mostali spells in the Bestiary. Clearly, they function a bit differently from regular sorcery, but I am wondering about the requirements in the example below.

Cut Stone (Rock Dwarfs) 1 Point

Ranged, Temporal, Active

This spell is cast upon a section of stone. Each point of strength allows it to affect 1 cubic meter of stone. Each time the spell is cast, the user expends 1 POW in addition to the magic points cast.

Does this mean that each time the caster uses this spell, he/she must expend a point of POW permanently?

I would read it as meaning so, yes. The terminology in RQG regarding MP/POW is pretty consistent. A consequence of the spell you have highlighted is that I'd imagine the Mostali Cut Stone in the largest batches their available MP permit, to make most efficient use of their expended POW.

I have come to think of this kind of Mostali sorcery as an inverted form of Tapping. Rather than drawing the magic out of the world machine, Mostali are putting it in.

That's correct - the Mostali use technology before they use magic.  Dwarves use magic normally only at sacred time when they affirm their essential purpose within the World Machine.  Used at other times, they are creating a change in what they consider to be fixed and perfect, which is an admission of error for a stasis-rune cult.
