Fetch Power

No. Consider that the POW of  the Fetch is in the spirit world, and therefore doesn't affect the physical world. Just as the Fetch's CHA doesn't affect skills either.

But also the cha affects the physical word for the spirit magic knowledge (increasing the number of spirit spells slots), because it's specified into the manual. Answer: Look at the situation the shaman is in and apply the rule.

For example if the shaman is in the Spirit World and the Fetch is occupying or guarding their body, you would not add their POW together. The situation is that they are in separate places.

Likewise if the shaman and fetch are in separate spirit combat, you wouldn’t add them together. If only the shaman was in the spirit combat, and the fetch was present could you do so.

The situation doesn’t arise when calculating Skill Category Modifiers, but would arise in Spirit Combat if the fetch is present."

Firstly apologies for the very late reply...

Secondly, the Fetch will hold knowledge of spells, that the shaman can access. Not overly dissimilar to allied or bound spirits (whose spell knowledge you can gain and use)... and you wouldn't be adding the CHA of those to the holder of the binding.

Like a bound spirit, one can access the MPs (and spells) of the Fetch as well - and again, it doesn't add to the character's base POW (although, the relationship is different, and thus so are the uses).

And you wouldn't add the Fetch's CHA to the shaman for social skills, because the CHA can't be perceived by others on the material world.

When the shaman goes discorporate, then they separate, and thus the POW & CHA are no longer added.

I'd probably allow it, if the player states "can my fetch join in the combat, and add its POW to mine for the purposes of skill and damage"? As long as the fetch doesn't do anything else, sure.
