Pirates in Umathela

The North of Pamaltela est a very long coast with lots of harbour et merchand ships

 

In Umathela, the mermen are masters of the sea. Every boat has to pay a fee to use the sea.

Does it mean that there is no pirates? Is saw nowhere any trace of piracy in this area (in the GoG).

Just because a ship has to pay a fee doesn't mean that the Malasp are going to lift a finger if it gets attacked by another fee-payer.  What the Malasp want is more fees - they are not really collecting fees as the social contract.  

A good way to play this might be to have Malasp clans responsible for collecting the tribute in different places with differing policies.  Thus an enlightened clan might decide to protect good earners while a rival clan, seeking to humiliate it in front of the Voice of the Deep, might collaborate with humans to raid the good earners..

Hence piracy is perfectly possible within Umathela

Like Peter said. You pay the malasps for protection against the malasps. As beings of the sea, they have plenty of ways to deal with you if you don’t pay up.

Other parasites are free to attack your ship, as long as they too have paid the malasps for the right to be on the ocean while doing so.

I totally agree... But where can they come from? Outside Umathela? Or just some small pirates living in small villages outside the control of the big city-states?

The city states can support pirates against each other.  Nobody's stopping them.

Possible sources of pirates:

Rebels against the current people in power in a given region

Rival Cities

Fonritians, operating from their homeland or the Kumanku Isles

Vadeli

Masloi

Yggites / Wolf Pirates (from Laskal or Jrustela)

Uz from Jrustela

 

Many a trader captain succumbs to temptation when offered an easy target ripe for the plucking.
