The Durulz still lead a quite aquatic live-style - they prefer places where they can flee by jumping into a body of water. That means that their integumen is quite likely hydrophob and keeping a thin layer of air between their skin and the outer surface of their feathers, and that would point to glands somewhere on their body where they secrete whichever substance prevents the water from permeating their plumage. No idea how that works for their hands. Plucking that plumage from a live duck probably is a form of torture, and at a guess a lot worse than waxing for hair. Shaving a duck will render it exposed to water. Not that much of a problem when the water is pleasantly warm, but shaving a duck in winter will make it dangerous for it to enter the shelter of the water. Getting down off a duck outside of moulting season probably is an oppressive act designed to slightly cripple and and thoroughly humiliate the victim. Curses are not be-all-and-end-all they set the ground state and default settings. PCs are entitled, enabled and allowed to behave however they wish. It's just that their background and choices set up consequences. Yelm's curse sets the default. But faith in and worship of Orlanth allows that to be trumped. But another character's faith in and worship of Yelm allows, encourages (and maybe compels) them to correct the anomaly. In this particular case the Duck's community will no doubt use Cloud Call and/or Shield to protect their comrade from the Evil Emperor and his minions. For ducks, breathing is a cheap and quick version of "Summons of Evil" as whatever they do, someone is out there to get at them.
