Are there pirates in the Mirrorsea Bay ?

The Wolf Pirates - they settled 1605 (Guide) or 1610 (notes below) in Three Step Islands and raided since then the coasts. Most of them were absent from 1621 to 1624 since they circumnavigated the world, but after that they continued plundering and raiding with impunity, until a part went north into Dragon Pass.

As others have noted, they have been present around the Mirrorsea since 1605-1610.  Their great raid in 1616 destroyed the Holy Country navy and they actively raided until 1621.  Most were absent until 1624, but returned with a vengeance then. 

Many were hired by the Queen of Nochet to help relieve the Siege there - in the aftermath of the Battle of Pennel, many spent their treasure in Nochet on various pleasures while some followed Argrath to sack Pavis and others followed Broyan to free Heortland from the Lunars (and also sack the City of Wonders). 

As of 1625, expect to find some still at Nochet or Karse (and some far away with Argrath).  Most will have returned to the settlements in the Three Step Isles and raid from there.  The "County of the Isles" off the coast of Heortland is another location where they've settled and go raiding from.  Frog Island, Kenstone Island, or locations along the edges of the Rightarm Islands may have pirates.  You're also likely to find pirates at Casino Town spending what they've looted.

The places where I'd not expect pirates are: the marshlands - too many bugs (which you cannot easily kill) and too little treasure; the Machine Ruins - dangerous curses, though I'm sure they'd like to investigate and loot; Refuge - protected by a Brithini master; Seapolis - much of the Holy Country fleet is there, and they have ludoch allies.

If I were an enterprising pirate -- and I'm not suggesting that I am -- these are exactly the sorts of places in which I'd figure out a way to set up base, for the very reasons you suggest.

Yes. There are boats, islands and displaced, angry people.

So yes, there are pirates.

Some are independent, some lost power and position with the death of Belintar, some were absorbed by the Wolf Pirates. But yes, until Samastina can field a strong enough navy to utterly clear the bay, there will be pirates.

And NONE of them look like Johnny Depp. 😁

If there was someone trying to root you out or chase you down, yes.  But, you've got Harrek on your side, and the Holy Country has been seriously divided for 10 years.  Why worry about nasty marshes and bugs when you can settle down in the nice larger islands and enjoy good weather, fine Esrolian wine, and pleasant beaches?

Harrek is on my side?  That's news to me.  No honor among thieves and all that.  Frankly, as an enterprising pirate, if I'm not already part of Harrek's crew, I'm going to scurry under a rock when I see him coming, then crawl out and get back to business after he's gone.

As of the current year (1625)? Yes. The Wolf Pirates - basically a sea army that follows Harrek the Berserk around - are based at Threestep Island. There are small fleets of Wolf Pirates harassing shipping and local communities around the Mirrorsea Bay. And when Harrek leads the main fleet, his warriors are able to plunder cities and temples.
