Yes, they are the same person - they remember each thing that they've done before as Red Emperor. Everyone in the Empire will tell you this.

No, clearly they appear different, and have different policies, so they can't be the "same" Red Emperor. But we won't speak of such things as it might prompt the Red Emperor to send Tax Demons, assassins, or others after us. 👹

Ever seen Doctor Who? The Doctor lives, the Doctor dies, the Doctor lives again, he's the same person with the same memories but he's got a different appearance and a different personality each time. Sometimes, his next appearance even shows up beforehand: Colin Baker made an appearance in the show before he became the Sixth Doctor, and so did Peter Capaldi with the Twelfth. Now, if the Doctor died, and for a while there was a race between companions to see who would be the next Doctor, and then one succeeded and the mantle of the Doctor descended upon them, making them the core of the next Doctor, well, then it'd be just like the Red Emperor, wouldn't it?

Before Sheng Seleris kills him the first time, the Red Emperor pretty much just reincarnates.

After the brutal metaphysical damage inflicted by Sheng, he's now a soul chunk that joins with different people, like Belintar, carrying the accumulated memories and central goal of the Red Emperor but it's also affected by its new host.

Like a Star Trek Trill.

I'd say the question is framed in a manner that kind of misses the point. The Red Emperor always is the Red Emperor. That's his divine personhood. But there are many masks the Red Emperor has worn, mortal frames for the Red Emperor. Those were all the Red Emperor, but they were also distinct persons.

The Red Emperor is a composite entity. But one of his parts is a body that was once a mortal man. Once it was the same body returned, now the masks differ. But it is only one part of the Red Emperor.

I think the memories are contained in the Imperial Regalia somewhere.  Likely the crown.

The Imperial Regalia are those of the Ten Tests of the Dara Happan emperors. None of those were in any way reborn.

IIRC, each time the Red Emperor "dies," he is recreated by the Egi on the moon.  But when Sheng invaded the moon, he killed some of the Egi (and presumably new ones were chosen), so after that the Red Emperors were never exactly the same person.

In my Glorantha, yes, the Red Emperor is the same person. Sure, he had different bodies and some of the bodies were destroyed, but he simply reforms on the Red Moon and returns. Some people say that the Egi's bodies make up the next Red Emperor, but that doesn't happen in my Glorantha.
